Through trial and error, answer was found.
Thay track not regerring page, but User Agent.
(probably in an attempt to get hardcore downloaders off their sites)
After I changed browser identification string with the help of AdMuncher utility, I no 
more could download this file online in MSIE.

that makes me think that Trieste www4mail puts something legitimate for most 
webservers into User-Agent field (like MSIE/Mozilla/Netscape)
while Stuttgart probably, fairly admits "Yes I am Lynx and nonstandard one"

I guess, an advice to all who is busy coding a webmail server of their own would be: 
"make your bots pretend to be MSIE"
