Help for download a file

Ha everyone!!!!
Please,
if anybody can help me, do it for the good human beings of this world.

I need to download a file of 16975523 bytes.
Obviously, this size is greather than any ftp o www mail service can
download.

Can anyone split the file in pieces of up to 1000000 bytes and put this
pieces on any ftp server? Then, I could download this in easy way.
