If you do a Google Search for 'ice mushroom' you get pictures of an assortment of weird, blobby shapes, none looking particularly like a mushroom to me. And it is true that in certain conditions, in the centre of our frozen birdbath there is occasionally a protrusion of ice that could be the start of this sort of thing. But Penny and Dave's excellent high-quality photos show something entirely different, and much more like real fungi such as Phallus impudicus modelled in ice. Some of the heads of the structures appear to have sharp undercut edges, not at all like a simple ice-blob, but much more like a true fungal head.
I have a considerable admiration for Kaddie as one of our best weather forecasters, but I don't believe for a minute in her ice-mushroom theory: something much more weird has happened here. Jim
