Try temporarily disabling the firewall on the PC itself while the MSDE install is running. I had this issue with installing Ariel while Sophos was running. You can disconnect the network while the install is running and reconnect afterwards.
I've also seen the installer choke when there are old Ariel 3.X *.mdb files (for patron lists, etc.) as well as MSDE data files present on the machine when upgrading from 3.X to 4.1.1, and I had to delete one or the other.
