Does anyone have any glue why this query:
http://ensim.hostinq.com/cgi-bin/axtar/s.cgi?q=%C9%99&cs=utf-8
shows 
  Error in query: Empty query  ???????

I added 
CharsetTableU2 utf-8 az tables/azlatinutf8.txt
in ucharset.conf
and contents of azlatinutf8.txt is like this
0259 018F # LATIN LETTER SCHWA 
##this is  hex code of %C9%99 character

any ideas?
