IMO, 2 solutions. 1/ Unpack only config-files mentionned in config.xml (in fact if subconfig file include itself another subconf file this could becomes tricky and hairy to code) 2/ Unpack any xml files (without restrinction, assuming that if it is in SAR file it should be unpacked) (this one is very simple).
