There's an Enterprise-specific version coming that I'm sure will provide a Hybrid solution, which is why it's not available yet. This one announced for partners is 100% hosted. But, with Microsoft's lack of love felt by partners recently, I think this was another way to appease them.

The SPLA was designed for partners within the service provider space and not the enterprise. I guess this is just another example of Microsoft pushing the monthly recurring revenue model?
