Your Excellency,

I note with some concern that both Inspectors-General positions are
currently vacant, which will make it impossible for any of our deserving and
heroic regimental commanders who returned from the recent Summer Campaign
with brevets to Brigadier in their knapsacks to secure the brigade commands
which are their due. As you will appreciate, this will halt all chance of
promotion in the lower ranks also.

I would consider it a kindness if you could see fit to address this
situation at your earliest convenience - even officers of No Particular
Consequence in these positions would allow the wheels of military
advancement to begin turning once more.
