Unfortunately, I think it would be politically impossibleto remove cirbside parking on a significant number of Philadelphia's streets. Instead, we should be educating cyclists to "take the lane" in this situation. If painted facilities are desired, I would suggest the approach being tried on the west coast - painted icons of a bike about 5 feet from the parked cars ( typically in the right tire position of cars in the right-most lane). That, or even better,  education on the rights of bikes to take the lane when needed for safety would go a very long way to dramatically increase bicycling safety in the city.
