Here is an interesting read on the bike lane vs effective cycling camps, the significance of this paper is that someone has actually taken an objective look at this endless debate. "Listening to Bike Lanes: Moving Beyond the Feud" by Jeffrey A. Hiles, 1996 http://www.wright.edu/~jeffrey.hiles/essays/listening/home.html
DVRPC Bike/Ped planner John Madera along with their GIS dept have done some interesting maps of bicycle crash locations in the suburban counties. One thing that the maps showed is that arterial roads with intense retail development such as Route 13 had a disproportionate amount of bicycle crashes.
There was also a loose correlation between bicycle crash locations and census tracts with higher than average number of bicycle commuters. The Bicycle Coalition has a map of bucks county crash locations online at http://bicyclecoalition.homestead.com/files/website/images/Bucks.JPG.
A tool that can prove to be useful to police departments and traffic engineers is the Pedestrian and Bicycle Crash Analysis Tool (PBCAT) its available for free from the Federal Highway Administration at http://www.bicyclinginfo.org/bc/index.htm
