It turns out that they were cited by L&I for bicycles blocking the stairwell to the parking garage (SW corner of the station). So do not lock your bicycle to the stairwell, you may have your bike confiscated. However if you cannot find space on the bike racks you should not have a problem locking your bike to a parking meter. New inverted U racks will be installed shortly.
