SEPTA alone faces a more than $70 million shortfall. An advocacy organization, saveTRANSIT, headed by Center City District Executive Director Paul Levy, has been formed to lobby for the passage of legislation in the state house that would provide a dedicated source of funding for all transit agencies in the Commonwealth. The continued health and reliability of SEPTA is an issue of concern to all Philadelphians, since a good transit system not only provides an efficient means of transporting large numbers of people but also helps reduce environmental damage caused by automobile emissions as well as congestion on the region's roadways.
