Baytril is a prescription drug, meaning you can only get it from a veterinarian. It is labelled for use in beef cattle, dairy heifers under 20 mos of age, and swine. It is not currently approved for sheep or goats. A veterinarian who sells it to you for use in non- approved food animals is taking a risk with their license, so I think you may have some trouble getting ahold of it.

There are other good antibiotics you could use that are approved in sheep (Naxcel for instance). Since you've already had a vet involved in this case, why not contact them again with your concerns and ask if another round of antibiotics would be a good idea. If they agree, they can prescribe an appropriate one for this ram and you won't have to look further.
