I really don't know anything about fuse, but don't you review tickets before starting on a page? At the least, I'd think this ticket should be updated. If someone has claimed a ticket, we should at least ask that editor their intentions. Most of the time it is probably "I forgot about it", but the safe thing to do is ask.
