Okuji,
I have tried the latest version that I found at the ftp site. This was
Grub 0.91. I compiled it using the defaults and installed it to a floppy.
I then booted the floppy. I did not configure it for a menu. I did not
have any keyboard control at all. I rebooted and booted through the Windows
boot manager and things worked as expected.
I will try to go through cvs and see if the source code is any different.
Also, I will try to set up a scenario where grub calls lilo and see if I
still have keyboard control in lilo.

Please check what happens with the genuine GRUB, first of all. Since
Red Hat patches GRUB, I cannot ensure anything with Red Hat's
version. So, get the latest GNU version from the CVS. The method is
described in the project page at savannah.gnu.org
(http://savannah.gnu.org/projects/grub).
If it doesn't work either, try to chainload another boot loader which
should work well with your USB keyboard (such as LILO) from GRUB, and
see if the chainloaded boot loader can still handle key inputs.
