Details:

http://www.gnu.org/software/grub/manual/grub.html#Creating-a-GRUB-boot-floppy
tells this story:

     # cd /usr/lib/grub/i386-pc
     # dd if=stage1 of=/dev/fd0 bs=512 count=1
     1+0 records in
     1+0 records out
     # dd if=stage2 of=/dev/fd0 bs=512 seek=1
     153+1 records in
     153+1 records out
     #

Mine acts just like that, except it reports 202+1 records in and out.
However, at boot time:

"GRUB Loading stage2.Read Error"
and then the system hangs.

Tried on 3 different disks, including one freshly low-level formatted and
verified; thus I do not believe it is a genuine error on the disk.

The following URL also does not work:
http://www.gnu.org/software/grub/grub-faq.html#q4
It describes a sequence of events involving grub's setup command.
At boot time:

"GRUB GRUB "
and the system hangs.

These are 1440 size diskettes, ext2 formatted where appropriate.

MY HARDWARE:
MSI Neo Platinum, nforce 3 motherboard
BIOS self-identified as:
Phoenix - Award Workstation BIOS v6.00PG
W7030NMS V2.1 111005 09:36:51
floppy drive: D395M3D (has been working normally)
