I converted the data in a way it can be used by care2x. I have now two

I followed the english version of ICD10 to generate these two files.
The character encoding is 'windows-1251'. I can convert the data in
another cyrillic character enconding, if needed.
What actions do I have to take in order to include the Bulgarian ICD10
in the care2x project repository?
I prefer, if possible, to do the necessary actions myself than to send
the files to somebody and forward the task to him. This will give me
better understanding to the care2x project.
