Yes. This is a known issue when you install CRS on top of "normal" Windows server 2003. If you used the Install CD that comes from Cisco, you avoid this issue.
There is a simple work-around. 1.create a folder named WINNT in c: 2.copy c:\WINDOWS\Java to WINNT Hope that helps.
