Adobe doesn't make any CF CMS. There are many third-party CF CMS products, though. Some, like Far Cry, provide you with additional language commands that you can use to build your CMS. Others, like CommonSpot, provide you with an "out of the box" template mechanism that you can modify for your CMS. Some are free, others are pretty expensive. So, you'll want to figure out how much time you want to spend customizing the CMS, and/or how much money you want to spend on canned functionality. You can certainly build 508-compliant CMSs with any of these tools, but you will be responsible for that yourself in most cases.
