I would make a copy of the entire directory, then uninstall and install. Then copy and overwrite the configuration files. Pretty sure with 7, you will want the lib/neo-*.xml files.
That should get you most of the way there. You could also leave the current install as is. Install a fresh copy to a new directory. Copy the configuration files, then update the Web server connectors to the new instance/install. That may be preferred as it would be easier to roll back to the prior version to at least keep things working.
