[CFXML_Blog] upgraded beta

Ok,

a new version of the BETA is available; at this point:

-) the unicode problem was due to the Java XMLtoString UDF i found, now i
used another and it works,
only that i need someone to test the blog on a shared with the tostring()
problem, Oguz????
where are you?

-) the upper/lowere case attributes problems are now gone, i now used an OR
in all the XPATH searches.

-) now if the config.xml does not contain the timeoffset TAG it's been
created automatically.

Tomorrow i'll go on holiday for two week, so see you by the end of august :)
