[cgiapp] App::Stinki 0.2

If you tried out Stinki you may have noticed that it was so stinky it 
didn't even work.  That was due to my moving the underlying engine from 
CGI::Wiki to Wiki::Toolkit.  Version 0.2 should pass all tests now.
