For all intents and purposes they are the same block. In late 1969 the 396 engine received a .030 bore from Chevrolet resulting in 402 cubic inches. That size stayed with the engine even though it was marketed as a '396' (as is SS 396) from late 1969 through its demise. Later blocks may have had more wall thickness, can't say for sure. I know the 1969 (early) 396 block I had in my 67 Chevelle was bored twice, .040 when I rebuilt the engine the first time and another .020 again 15 years later. Total overbore was .060 for a total of 408 cubic inches.
