Friends,
      On Friday, 13 April, the so-called Bank, Industrial and Commercial
Auxiliary Police arrested (more accurately kidnapped) a young man who has
been active in the Popular Assembly of the Peoples of Oaxaca. I posted a
report about that at
http://groups.yahoo.com/group/oaxacastudyactiongroup/message/2658 .Two
days later a Sunday newspaper report gives further information about his
abduction. He had still not been released yesterday so far as I know, and
the authorities are charging him with drug possession, quite evidentally
a contrived charge. The report follows, with a translation.
      An earlier article, a first-hand report by Nancy Davies based on
her presence Sunday at the demonstration in support of David Venegas
Reyes, the captive, is on the Narco News site at
http://www.narconews.com/Issue45/article2627.html . The subheadline of
Nancy's report (just below) is also worth noting. Even this ever-hesitant
bishop was finally led to point to the racket of the government, jailing
people on fraudulent charges and then collecting a ton of money for them
to be bailed out. From what I know about the situation here, that money
will never be accounted for and never returned. Another form of
government theft.

El consejero estatal de la Asamblea Popular de los Pueblos de Oaxaca
(APPO), David Venegas Reyes "fue torturado" por agentes de la Polici'a
Auxiliar, Bancaria, Industrial y Comercial (PABIC), despue's de ser
detenido anteayer al mediodi'a en inmediaciones del Parque Jua'rez El
Llano.
 
      "El compa~ero tiene las huellas en el cuerpo de ese trato inhumano
e ilegal de los polici'as del tirano (el gobernador Ulises Ruiz Ortiz)",
dijo uno de los portavoces del movimiento popular, Ca'stulo Lo'pez Pacheco.

      El vocero expuso que el consejero, conocido como El Alebrije, antes
de ser presentado a una autoridqd ministerial, fue sometido a un
interrogado "entre una golpiza" para responder a sus preguntas.
 
      "Ya pudo hablar con sus familiares y con algunos compa~eros y conto'
que durante seis horas lo estuvieron golpeando para que diera informes
sobre la APPO, sobre quienes son los consejeros, cual es la posicio'n
poli'tica de cada uno de ellos y en do'nde se encuentran sus domicilios",

David Venegas Reyes, state councilor of the Popular Assembly of the
Peoples of Oaxaca (APPO), "was tortured" by agents of the Auxiliary,
Bank, Industrial and Commercial Police (PABIC), after being arrested the
day before yesterday at midday in the neighborhood of the El Llano Jua'rez
Park.
 
      One of the spokesmen of the popular movement, Ca'stulo Lo'pez Pacheco
said, "Our companion has marks on his body from that inhumane and illegal
treatment by the police of the tyrant (governor Ulises Ruiz Ortiz)."
 
      The spokesman explained that the councilor, known as El Alebrije,
before being presented to a ministerial authority, was subjected to an
interrogation "[administered] with a beating" to [make him] respond to
their questions.
 
      He said, "I was already able to talk with his relatives and with
some companions and I know that during six hours they beat him in order
that he give information about APPO, about who the councilors are, what
is the political position of each one of them and where they can find
their homes."
 
      Incluso, menciono' que "fue obligado a golpes" por la polici'a para
dejarse fotografiar con la droga supuestamente encontrada entre sus ropas
al momento de su detencio'n.
 
      "Lo estuvieron paseando, le pusieron una capucha para que no viera;
de ahi' lo obligaron a golpes a que se dejara tomar las fotos que
publicaron los medios de comunicacio'n", apunto'.
 
      Venegas Reyes, fue arrestado por elementos de la Pabic alrededor de
las 13:30 horas frento a los juzgados federales y posteriormente subido a
una camioneta Ford, pick up, color rojo, sin placas de circulacio'n, que
se desplazo' por la Avenida Jua'rez.
 
      En un comunicado, la Secretari'a de Proteccio'n Ciudadana (Seproci),
informo' que Venegas Reyes fue detenido por insultar a los ocupantes de
una patrulla en avenida Jua'rez e Hidalgo   esquina que no existe en la
ciudad  , y al ser revisado supuestamente se le encontro' entre sus ropas
30 gramos de cocai'na y dos bolsas con "chinches" de heroi'na.
 
      Also he mentioned that "he was forced by beating" by the police to
submit to being photographed with the drugs supposedly found in his
clothing at the moment of his arrest.
 
      He pointed out, "What they were doing to him, they put a hood on
him so that he could not see. Then they beat him so that he submitted to
them taking photos that they published in the media."
 
      Venegas Reyes was arrested by agents of the PABIC about 13:30 in
front of the federal court and subsequently put into a red Ford van, a
pick up, without license plates, that took off on Jua'rez Avenue.
 
      In a communication, the Secretary of Citizen Protection (SEPROCI),
said that Venegas Reyes was arrested for insulting the occupants of a
patrol vehicle at Jua'rez Avenue and Hidalgo   a corner that doesn't exist
in the city   and on being searched, 30 grams of cocaine and two bags
with "bedbugs" of heroin were found. [I think that's the translation of
the slang term "chinches".]
 
      Sin embargo, Lo'pez Pacheco acuso' que PABIC "cargo" a El Alebrije
porque su compa~ero "no es drogadicto ni narcotraficante".
 
      "Como no teni'an que delito que imputarle, los polici'as le pusieron
droga", asento'.  
      Antes el supuesto hallazgo, se~alo', Venegas Reyes fue presentado en
la Unidad Mixta de Atencio'n el Narcomenudeo (UMAN), operada por las
procuraduri'as general de la Repu'blica (PGR) y de Justicia del Estado
(PGJE), donde hasta anoche au'n no se defini'a se podi'a salir mediante una
caucio'n.
 
      Venegas Reyes, coordino' la instalacio'n de las barricadas en la zona
poniente de la ciudad, especialmente la de Brenamiel, uno de los u'ltimos
reductos de la APPO que cayo' tras el ingreso de la Polici'a Federal
Preventiva (PFP) en octubre del a~o pasado.
 
      However, Lo'pez Pacheco accused PABIC of "planting" [the drugs] on
El Alebrije because his companion "is not a drug addict or a
narco-trafficker."
 
      He affirmed, "Since they had no crime to charge him with, the
police planted the drugs."
 
      In view of the supposed discovery, he indicated, Venegas Reyes was
presented to the Combined Unit for Attention to Narcotics Trafficking
(UMAN), operated by the Federal Attorney General (PGR) and the State
Attorney General (PGJE), where until last night still had not  specified
if he could be released on bail.
 
      Venegas Reyes coordinated the installation of the barricades in the
western zone of the city, especially that of Brenmiel, one of the last
bastions of the APPO. It fell when the Federal Preventive Police (PFP)
entered in October of last year.
