I have seen times where if you connect the two routers through a switch, that spanning-tree can disrupt the HSPR Hellos, and cause problems. If you are connecting these two routers through a switch (or a swicthed environment), make sure to use spanning-tree portfast on those ports so that spanning-tree won't interfere.
