travel restrictions on felons

Hi, I saw some quesitons and information containing your address regarding restoring rights to convicted felons.  I don't know who you are, however, I have a questions I have not been able to answer.  Are felons restricted from traveling outside the U.S.? Do you know or how would I find out?  Does it depend on the state laws or federal laws.  Any information would be appreciated.  Thanks
