tug.ctan.org upload is down for a while

The upload facilities at tug.ctan.org will be down for a couple of days.
Saint Michael's College hosts the site and is running network testing
that may lead to spotty availability.  That in turn could make
newly-installed materials unavailable to mirrors.  Anyway, it should all
be back by Fri.
