CTAN TUG node back to normal

[CTAN Announcements]

For a week the folks who host the TUG CTAN machine, Saint Michael's
College in Colchester Vermont, have been doing network testing that may
have resulted in sporadic network outages.  Those tests have finished
and the system should be back to its usual behavior.
