State Health Director James Haveman (HA'-veh-man) says the state- owned Michigan Biologic Products Institute will continue making the vaccine being given to U.S. active and reserve military personnel under a recent Pentagon directive. Defense Secretary William Cohen ordered the vaccination campaign last year as part of a massive effort to protect soldiers from Iraq's biological weapons, including the deadly anthrax virus. Cohen's order came as Michigan officials prepared to close the institute, triggering a lobbying campaign by Army generals to keep the doors open. The Lansing-based lab is the only government-run vaccine manufacturer of its kind. Efforts to sell the lab to a pharmaceutical company for $10 million failed last fall. Haveman tells United Press International, "We had to keep this open because of the product. We're glad to be supportive." An emergency bill to maintain the lab through September was passed by the Legislature last week and signed over the weekend by Gov. John Engler. Haveman says the state is still "aggressively" seeking bidders while production of anthrax and other medical products continues without interruption. Crowe is also on Texaco's Board of Directors ************ The state of Michigan says it has accepted a $25 million bid from a subsidiary of Maryland-based Intervac for the Michigan Biologic Products Institute. The state-owned MBP has a Pentagon contract to supply anthrax vaccine for all U.S. military personnel. The massive vaccination program began last year to protect against possible biological warfare with Iraq. Contract details are secret. Crowe told United Press International today that, with the ongoing threat of biological attacks, sales of the anthrax vaccine could expand beyond the United States. He said, *"We think the market is going to be pretty good."* The sale of MBP to Intervac subsidiary BioPort is expected to close this summer, following approval from the State Administrative Board and First of Michigan bank. Under the deal, the Lansing-based lab and its 184 workers would be offered shares in BioPort, which was created just for the deal. Crowe, who served as chairman of the joint chiefs under former President Ronald Reagan and as an ambassador to the United Kingdom, is the lead investor in BioPort. The state says the $25 million bid includes "cash, secured notes, royalties and product donations." And what's more�there is doubt in Congress that it has enough of the vaccine to innoculate the country's 2.4 million troops. It seems it's a basic cash-flow problem. According to the company, it incurred huge costs after a redevelopment process, and is five months behind production schedule. To get back to speed, BioPort claims it needs to increase the cost of the price per dose from $3 to $10-12. Let's do a little math. Original estimates of the cost of the vaccination of military personnel only (don't forget they're after YOU TOO) was $3 x 2,400,000 soldiers X 6 injections per soldier is roughly $43 MILLION dollars ... not too bad a government contract for a company just bought for $3.25 million and some promises you'd think... but nooooo... this -shall we say "highly leveraged?" - and would "highly connected" be fair? Ok... Adm. Crowe's company needs NOW to make 4 TIMES this amount, just to make ends meet? Let's see; that'd be about $170 million in business for a $3 million investment. You see just HOW WELL the DoD's Anthrax plan is orchestrated? Such sacrifices in the interest of national security, eh? As what cost in human sacrifice? Very grisly.
