Butler Chides Annan on Arms Probes

UNITED NATIONS (AP) - Former U.N. weapons chief Richard Butler says that the
weapons inspection operation he headed was ``a thorn in the side'' of U.N.
Secretary-General Kofi Annan and that Annan tried to destroy it.

In an interview in the debut issue of Talk magazine, Butler said Annan
repeatedly confused Iraqi President Saddam Hussein's ``superficial
cooperation'' with U.N. weapons inspectors ``with substantive compliance'' on
Baghdad's disarmament obligations.

Talk magazine issued a press release with excerpts from the interview, to be
published today.

After two stormy years, Butler left his job as executive director of the U.N.
Special Commission, known as UNSCOM, when his contract expired on June 30. He
is now a diplomat-in-residence at the Council on Foreign Relations and is
writing a book.

``Annan and his immediate staff sought to hand Saddam the greatest possible
prize: the destruction of UNSCOM, a thorn in the side of both men,'' Butler
said in the article.

``Saddam wanted the thorn removed so that he could retain his weapons. Annan
wanted it removed because UNSCOM was too independent to work within the
mainstream of the U.N.''

The secretary-general and his staff reacted to systematic cheating by Iraq in
destroying and accounting for its banned weapons by ``papering over''
problems with diplomacy, Butler said.

Asked Monday to comment on Butler's accusations, Annan said: ``I don't think
I have to comment. Everybody knows what happened.

In an interview on ABC's Nightline Monday, Butler said he and his staff had
tried to give Annan and his staff concrete briefings on the substance of the
weapons inspections.

``That was received with somewhat glazed eyes,'' he said. ``Instead, we were
increasingly told that surely these problems could be solved if we just spoke
differently or if we had a different manner of diplomatic approach.''

In the article, Butler said he decided against seeking another term because
``the situation within the U.N. had become untenable.''

Butler, an Australian diplomat, pulled UNSCOM inspectors out of Iraq in
mid-December on the eve of U.S. and British airstrikes, and Baghdad has
banned them from returning. The Security Council is debating a new Iraq
policy that will likely include a successor organization to UNSCOM.
