Texas, not Florida. Ok? Your esteemed President-Select was governor of
Texas.
A TX governor can commute a death penalty if the Board of Pardons and
Paroles recommends it. The board (BPP) is hand-picked by the governor, and
the governor can request such a recommendation. Henry Lee Lucas is the only
person on death row in TX to have received clemency from GW. GW ASKED the
BPP to review the Lucas case. On the other hand, GW mocked and mimicked
Karla Faye Tucker. Real classy guy.
