BUSH: IT'S TOO EARLY TO PARDON THE PREZ

President-elect Bush yesterday rejected calls for a quickie
pardon for President Clinton, saying it "doesn't make any sense"
to do it before seeing if Clinton gets indicted.
But Bush - in his most direct comments on a pardon for Clinton's
sex-and-lies affair with Monica Lewinsky - added that he'd like
to "get all this business behind us" and let Clinton "move on and
enjoy life."
Bush's rejection of an instant pardon came amid some tensions
between the incoming and outgoing presidents.
Yesterday, Clinton, in a speech to anti-Bush union officials,
chortled over the flap over Bush's pick for labor secretary,
Linda Chavez, who gave "spending money" to an illegal Guatemalan
who lived in her home and helped clean.
"I have all these jokes I want to tell, and my staff told me I
could not tell any of them," Clinton said in a speech to the
AFL-CIO.
"They say I have to assume the appropriate role for a former
president, and I cannot say any of the things that I want to say
which would leave you howling in the aisle."
But Clinton wasn't laughing in the 1993 "Nannygate" furor, when
two of his picks for attorney general, Zoe Baird and New York
Judge Kimba Wood, were forced to drop out for hiring illegal
aliens.
Clinton, who lamented his "has-been" status just 12 days before
Bush replaces him, said his Chavez jokes would have been "the
only thing that could get me a headline in my increasing
irrelevancy."
He also warned the next four years won't be easy for labor with
Bush and Chavez at the helm - and he thanked the unions for
helping wife Hillary win her New York Senate seat, insisting "it
wouldn't have happened" without them.
Bush was quizzed on the pardon issue after the Senate Judiciary
Committee's top Republican, Orrin Hatch (R-Utah), suggested Bush
issue a preemptive pardon to end the Sexgate era.
"The suggestion that I would pardon somebody who has never been
indicted - it doesn't make any sense to me, frankly," Bush told
reporters in Austin.
Asked if he might issue one anyway, he replied, "No."
Bush didn't say what he'd do if Clinton does get indicted for
lying under oath about his fling with Lewinsky, but aides have
said he'd take Clinton at his word that he doesn't want a pardon.
Many believe President Ford's 1974 pardon of Richard Nixon
without waiting to see if he would be indicted over Watergate
cost Ford the 1976 presidential race.
Bush said it was time to "allow the president to finish his term
and let him move on and enjoy life . . . I think we've had enough
focus on the past. It's time to move forward."
