A DISTURBING pattern of secrecy is emerging from the White House. The latest hit limiting access to government business came last week when President Bush invoked executive privilege to block Congress from seeing prosecutors' memos in some criminal cases. Even stalwart Republican leaders were angered by the move, and rightfully so. This nation was founded on the ideal of public trust. Representative democracy relies upon more, not less, information by which citizens hold accountable those officials who govern on their behalf. But lately, the Bush administration has made some ill-considered moves that would keep the electorate uninformed about government actions. Last month, Bush struck a blow against openness with an executive order allowing sitting or former presidents - even the families of deceased presidents - to veto release of their papers to historians or the media. That's regrettable, showing disregard for providing an accurate, historical record. Members of the president's own party were justified in their outrage last week when he ordered Attorney General John Ashcroft to prevent a congressional committee from reviewing documents, including those about a scandal involving the FBI and mob informants in Boston and Bill Clinton's fund-raising tactics. Rep. Dan Burton, R-Ind., the committee chairman, said in frustration and anger, "It seems like the Justice Department is more interested in creating a new policy of secrecy than in accommodating our need to get to the bottom of the Boston mess." Congress' investigative and auditing office is considering a lawsuit against the Bush White House to force it to identify industry executives who met with Vice President Dick Cheney about energy policy. Several weeks ago, the administration asked the cooperation of TV networks in refraining from airing propaganda tapes of Osama bin Laden. Unfortunately, the networks complied.
