Cygwin home dir=/cygwin/c (not /home/<userid>)

Hello,

I have just installed the latest Cygwin release on one PC.
It is up and running OK, except that all local users login into
/cygdrive/c instead of /home/<userid>.
The length of PATH in DOS is 97 characters, and in cygwin 148
characters:

Path=C:\WINNT\System32;C:\WINNT;C:\WINNT\System32\Wbem;C:\Program
Files\Centura2.0\;C:\cygwin\bin

What have I missed ?
