Two points:
1) I thought the reason for Hoshana Raba not falling on Shabbos was
related to the Mitzvas Arovo (nowadays, the taking and banging of the
Arovo, a Mitzva of the Neviim).

2) I heard that one of the Chassidic Rebbes would always distribute
Chanuka gelt on the 5th night of Chanuka, because it can never fall
on Fri. night.

The Kollel replies:

You are correct, sorry about that. The Machatzis ha'Shekel (OC 428:1)
cites the Rashba who explains, as you said, that we do not allow
Hoshana Raba to fall on Shabbos in order that we should not miss the
taking and shaking of the Aravah due to the Isur d'Rabanan of Muktzah
on Shabbos.

He also cites the Roke'ach, who writes that it was common for people
to cry while praying to Hashem for rain on Hoshana Raba, and it is
not appropriate to do that on Shabbos.
