1) If I told to reuvain that shimon said levi is an idiot, where does Ch. Chaim 
say this is usser.

The Kollel replies:

1) The answer to the first question is that it is Asur.  See the Chafetz Chaim 
in the Laws of Rechilus (Klal 3, Halachah 3) where he discusses just such a 
case.  First, since it is likely to eventually reach Levi's ears about what 
Shimon said about him, therefore it is an Isur of Rechilus (which, according to 
the Chafetz Chaim, means creating enmity between two people).  Second, even if 
you tell Reuven to keep it a secret and he keeps his word, it is an Isur of 
Lashon ha'Ra because you are passing on Divrei Genus about Levi, even if you 
are not saying it about Levi yourself.  Finally, if Reuven happens to be a 
relative (or perhaps even a good friend) of Levi, then it would be immediately 
an Isur of Rechilus, because it is going to create enmity between Reuven, who 
likes Levi, and Shimon, who doesn't.

2) Even if Reuven does not know either person, it would still be Asur because 
of the first reason given above, i.e. that Reuven will repeat it over to others 
and eventually it will get back to Levi.  And even if Reuven keeps it to 
himself it might be Asur because he might meet Levi one day and remember that 
people were calling him an idiot.  In addition, if he was a relative or friend 
of Levi but does not know Shimon, then it would probably be Asur because he 
might meet Shimon one day and remember that he was badmouthing Levi.
