I don't see a maskana on Rav Papa's beer sale ie was that okay how he did it 
and also, why bring this maaseh from a story doesn't make him look good?

The Kollel replies:

The Gemara on 68a says that the Halachah is not like Rav Papa. 

The Gemara brings this story to teach us both Rav Papa's reasoning and that of 
Rav Shisha. Besides for the actual ruling of Rav Papa we also learn other 
things from here, see for example the Taz (YD 168:24).
