The Kollel replies:

No Berachah is made before baking Chalah in the oven. The blessing that is 
recited with regard to Chalah is either the one said before eating it 
(...ha'Motzi Lechem Min ha'Aretz), or the one said before separating the 
Kohen's portion (also called "Chalah") from the dough which is known as 
Hafrashas Chalah. 

The Kohen's portion of the dough (similar to the Terumah portion that is 
separated from fruits and vegetables grown in Israel) cannot be eaten today, 
even by a Kohen. Therefore, after separating "Chalah" from the dough for the 
Kohen we burn the part that was separated in the oven. (Very important: wrap it 
completely in silverfoil before burning it in the oven so as not to make the 
oven unuseable!) Others simply dispose of it in the garbage bin (wrapped in a 
protective wrap, so as not to disgrace it).

There are a number of customs as to the Berachah recited upon the separation of 
"Chalah" for the Kohen. All begin with "Baruch Atah Adonai Eloheinu Melech 
ha'Olam Asher Kidshanu b'Mitzvosav v'Tzivanu...". The ending is either "...Al 
Hafrashas Chalah" or (as my wife says) "...l'Hafrish Chalah Min ha'Isah".
