To 2) I can say that currently data.gov.in will not have state and local
data. But an NDSAP type bill is going to be taken up in the states. If they
adapted then I assume equivalent portals will be created at the state level.

I am going to forward this mail to data.gov.in.  See if they will respond
directly.
