A persistent identifier would be better.  IFLA (or its contracted
publishers) could join CrossRef (www.crossref.org) to obtain DOIs for all
citable IFLA documents (IFLA Journal,  IFLA Publications Series, IFLA Series
on Bibliographic Control, etc) at low cost and significant benefit.

I just noticed that IFLA has reorganised its Web site, and the URI I
(and, I'm sure, many others) have cited for FRBR

http://www.ifla.org/VII/s13/frbr/

now returns a page saying

"Page not found .... perhaps you meant this page on our old website?
http://archive.ifla.org/VII/s13/frbr "

At first glance, I thought that meant FRBR was no longer available on
the new Web site(!), but a search shows that the new site does have a
page for FRBR

Would it be better to have that original URI redirect (301?) to the URI
of the new page?
