Mod_cache providers question

Okay, started looking at mod_cache and had a question about the way it is
handling providers.

We call ap_cache_get_providers which seems to do a lot of work that we could
probably do at config time rather than run time.  Any reason why providers
can't be "attached" to uri's at config time and avoid a lot of this?
