mod_limitipconn merge - try2

I didn't get time to do the mod_limitipconn merge before the summer 
vacation, so I'm giving it a new try.

From the previous discussion i think we got to the following 
conclusion:

- It's a good idea
- No licence grant necessary as it's relicensed ASL (or?)

I can do the importing into trunk, but I'll need some pointers on 
where to place it (I'd prefer a final destination, it's too stable for 
experimental IMHO), where to poke at the build system and finally how 
to get documentation into place.
