[WW-2292] Validation annotations v. ActionSupport

I'm assuming what's happening is that ActionSupport's
validation is enough to use field validator
annotations even if the action doesn't have an
explicit @Validation() annotation (or something else
that leads to the same result).

WW-2292 basically asks if a lack of @Validation()
should mean no validation based on annotations even if
the class extends ActionSupport.

Anyone?
