No, it wasn't ;-)  User-defined MS-LangIDs have to follow certain rules
which values can be used, see the comments in a recent revision of
tools/inc/lang.hxx, with 0x04FF you chose a primary ID of 0x0ff, allowed
are 0x200 to 0x3ff. Furthermore, 0x04FF is a MS reserved value for the
USB Human Interface Device (HID), how and why is beyond the scope here.

If anyone saved Breton documents to MS file formats with your version
you "polluted" their ID space, future "official" OOo versions will not
associate Breton with that value when such a document is read again. To
keep things simple and aligned it would had been better to ask for an ID
here on the list; by taking a look at the current lang.hxx I can assign
0x0629 now, which is primary ID 0x229 with secondary ID 0x01.
