Release of GNU Electric, version 8.11

I am pleased to announce that version 8.11 of the Electric VLSI 
Design System is now available.

This release includes many improvements and bug fixes.  Notable 
improvements include six new multithreaded Placement tools from the 
University of Karlsruhe, and an SVG output capability.
