This dialogue can come up for a number of reasons, and restarting finder nor letting it sit there will not have an effect, as trash simply will either not know what you want it to do with the file in question, or it will be asking you to confirm as the file may either be locked, or in some way have it's permissions set so that you may not have immediate permission to delete it.
If you only have a few files in the folder you can press the continue button by only using the space bar on it, and not using VO space. Tab to the button and just press space to activate it. Now, as I said, if there are only a few files you may see another similar dialogue come up as other files may be locked and such, and you may need to confirm on all of them. Simply trying to delete the entire folder will not necessarily help, as trash will again ask you to confirm these same files.
One thing you can try, if you haven't already, is to select the trash icon in the dock, and use your down arrows to select the 'empty trash' option. Once you do, hold down your option key and press enter. This will force a delete without confirmations in most cases.

Nope. Restarting didn't fix it and the program that would use the file isn't even on. I was able to delete similar files in that folder with no problem. I think I'll just save the ones I want and delete the whole folder. It's not even that important but it's frustrating and I want a way around this.
