Check to see that the voltage on the pot wiper is varying.  I don't 
remember the values, but as I recall there is a series resistor to 
convert it to a current source.  I'm assuming that you have good carrier 
suppression in SSB?

    On CW the GAIN control varies a DC bias on the Balanced Modulator
    diodes
    to "unbalance" them.  Perhaps that section of the GAIN control has
    lost
    it's ground.  That section isn't used for any other function.
