[Drakelist] Buying TR-7

I have the chance to buy the following:
 
TR-7
PS-7
MS-7
SP-75
7077 
 
Condition is about on the outside is about a 9 to 9.5 I have not tested yet but 
they say transmit and receive works. They say a bulb is out on the meter that 
is on the left side. Is this easy to fix?
 
The person is asking $400
 
Is this too much? Is it worth it? What else do I need to look for?
