The S-meter is tied to the AGC, so no AGC means no S-meter.  The S-meter sensitivity can be adjusted on the R-4. I don't know about the 2B. You probably can adjust either of them to get similar readings (I doubt a match through all readings).  S-meters are notoriously inaccurate.

Also, when comparing the r4 with a 2b side by side on the same ant. the 2b reads 2 to 3 s units higher on all signals than the R4??? Normal???
