Although I can not hear these xmissions where I am now, the broadcasts are easily heard over most of North America many hours of any day. Today, I do not know who is doing it, but ten or more years ago, K1MAN was the source of the xmissions.
K1MAN maintained that he was functioning in the same way as ARRL QST messages (QST the Q signal, not the magazine) and that one-way xmissions were permitted under the FCC regulations that allow messages of general interest specifically to hams (or code practice) to be sent without a specific licensed receiver. That is, with this exception, one-way transmissions are permitted, but not otherwise. The idea may have intended shorter transmissions, which ARRL does, but K1MAN's transmissions took all day. The additional rule is that to do one-way QST transmissions, the transmitting station must have a human control operator always on duty during the xmissions. The control operator must be able to shut the transmitter down if necessary, and that can be done on-site or via a reliable remote link. This situation applies to ham repeaters, too. However, after many complaints about K1MAN's misuse of the ham bands--based on receivers' dislike of his messages (which tended to run contra to ARRL or contained messages bordering on political or other semi-controversial topics) or their opposition to one station dominating one frequency virtually all the time, the FCC cracked down on K1MAN, first by asking him questions about the direct relevance to ham radio of some of his transmitted topics, and later by observing that he did not have a control operator always on duty. This latter item was established as a fact, and K1MAN was ordered to stop these xmissions totally.
